Conservative Karan Persand has won the Surrey County Council by-election for the Epsom West Division.
He was elected as the county councillor after securing 612 votes – 21 more than nearest rival Neil Dallen (Residents Associations of Epsom and Ewell).
The by-election was called after Stella Lallement stood down.
