Summary of Surrey County Council’s Cabinet Meeting (27th September 22)

Surrey County Council’s Cabinet met this week and the important announcements are summarised below:

Environmentally Sustainable Procurement Policy

Cabinet approved the Environmentally Sustainable Procurement Policy.

The policy aims to improve the environmental considerations built into the delivery of goods, works and services that the council procures.

The policy supports the net zero targets of the council and ensures environmental sustainability forms an important part of future procurement decisions. The policy also aligns with the council’s objective to ensure a greener future for Surrey and its residents.

Your Fund Surrey – Rebuilding Ripley Village Hall

Cabinet agreed to fund £586k from the council’s Your Fund Surrey community fund towards the rebuilding of Ripley Village Hall.

The funding will go towards a rebuild of the Village Hall, comprising of three fully accessible community rooms, new kitchen, male and female toilets, and offices for the Parish Council.

The new hall has been designed to meet the needs of the local community, offering a range of benefits such as:

  • Space for the youth group facilities
  • A place for the elderly to meet and participate in physical and social activity
  • Space for the community’s amateur dramatic society
  • Outside sports space
  • A safe and protected area for vulnerable groups of children to meet and play
  • Community facilities to encourage participation in physical, mental and educational activity.

Your Fund Surrey – Old Woking and District Community Centre

Cabinet also approved funding £982k from Your Fund Surrey towards the rebuilding of the Old Woking and District Community Centre (OWCC).

The OWCC is a registered charity that manages a large community centre for local residents.

The proposal aims to extend and refurbish the community centre, creating a fully sustainable and accessible venue by converting a large, inefficient 1960s building into a low carbon, future-proofed community asset.

The investment from Your Fund Surrey will fund the refurbishment, repair and modernisation of the areas that have the most community use.

The proposal also feeds into many of the council’s objectives going forward, including:

Growing a sustainable economy so everyone can benefit:

  • Provides an affordable place for local business
  • Will be a space for young people to gain work experience
  • Offers projects that increase skills and employment opportunities
  • Local education offering

Tackling health inequality:

  • Provides a suitable space for community classes that help to improve physical fitness

Enabling a greener future

  • Making the building more environmentally friendly
  • Will reduce journeys and encourage of more sustainable forms of travel through EV charging points and cycle parking.

Empowering communities

  • A place for local people to be proud of and use for a variety of services.

Revision to Procurement and Contract Standing Orders

Cabinet approved amendments to the 2021 Procurement and Contract Standing Orders (PCSO’s).

The PCSCO’s required updating due to changes in government legislation and internal practice.
